That's basically correct.

If you own the house, property and want to modify the electrical power system in it you can do so as long as you first get a permit within your local jurisdiction. They want to know exactly what you want to do. They will even help you out with the plan, materials ect. After the work you did is signed off by an inspector you can activate the circuit's.
