People who don't own an EV, which includes the vast majority of rental car customers, want to get in their rental, start the engine and drive. The don't want to have to learn how to operate the thing and how to and where to charge it, if they can even find a public charger and one that actually works. And assuming they do find a functioning one with no waiting line, they don't want to sit there for half an hour or longer waiting to charge it up.

Rental car companies are dumping them because most people don't want to rent them. Car manufacturing companies are being caught with their over extended pants down in a rush to build them, because most people don't want to buy them. And the government mandating their implementation and banning ICE cars that people want, just pisses off a lot of the car buying public and invites an inevitable backlash..
