They could have chosen to extend loans to other businesses which reported honestly. Those businesses, also harmed. In fact the entire marketplace is harmed by his fraud because it undermines the essential trust necessary to the conduct of commerce in a free market. "Banks never charged Trump with fraud." Not how that works, Dunning-Kruger. "No charges brought for over 6 years." Because investigations take time. "Decision gets overturned on appeal." Doubtful.
