It's Israeli policy to kill hostages or potential hostages to remove leverage from Hamas in negotiations. Hostage-for-prisoner swaps are politically unpopular in Israel. It becomes an issue where a few people, the hostages' families, benefit while the larger population doesn't feel directly affected.
