Bill,
Libs were upset that people stopped using trains and had the freedom to go where they wanted -- not just where the train went on the schedule the train had.
If we all stuck to trains, and if we all built cities, towns, and communities that centered around train stations and walkways, we wouldn't have to mandate EVs.

Also, even if we got the entire country to transition 100% to EVs, we'd still have a "carbon footprint" that is per capita much greater than the rest of the world.

I was thinking about this during the time period when I was able to bike to work. My bike has a MUCH smaller "carbon footprint" than even an EV, and I get a good workout in the process.
