To me it is the difference in how the SPY vs the IWM are constructed.
Top 10 in the SPY vs top 10 in the IWM.
A handful of hot stocks can really move the SPY.

What stuck out for me is Jason said:
The S&P 500 closed at an all-time high.
The Russell 2000 is still in a bear market*, down more than 20% from its high.
That's never happened before.
