They can't get in unless Russia is defeated and Ukraine can't invoke Article 5 to start a nuclear war. The straightforward deal was described by Zelenskyy and his advisor Arestovych after they assumed power in 2019.

As predicted, Russia has also announced they'll need to expand territory inside Ukraine to provide additional buffer against Kiev's shelling of residential areas in Donbass. Four more oblasts appear to be likely. From what I noticed of Putin's speech, he may be two years off from achieving the buffer zone, if ever, but he has the numbers now with 600,000 soldiers. It also falls into Washington's plans to keep escalating and extending Russia to see if they can get regime change.
