Balmer had the misfortune to take over as CEO of Microsoft about two months before the Dotcom bubble burst in March of 2000 that took down all tech stocks.

However, he did little to help the stock recover years later when he mostly relied on Windows and the Office suite of software to drive profits.

It was telling when he dismissed and laughed at the iPhone at its launch, then came up with the Windows Phone years later when that market was already dominated by iOS and Android.
