It's more that the US no longer wants to support exports from Germany and Japan to act as engines for the economies of their respective regions, reversing a decision that was made in the 60s to counter the communist/socialist threat. Using the threat of war with Russia and China to bind those regions closer to the U.S. for now, U.S. is going to focus on improving its trade balance in the hopes of fixing its federal budget problem. My recollection was that the models for Social Security and Medicare required unemployment to stay under 5.4% to keep them viable. That was over 25 years ago.
