The constitution is very clear about the rights of every accused person. In particular, the framers went out of their way to define treason and the proof needed for conviction (Article III, Sec 3). Both Article 3 and the 14th Amendment explicitly give Congress the power to enforce the provisions and declare punishment.

A citizen, like Ms. Anderson, filing a civil suit alleging that someone committed insurrection does not constitute proof, nor does it provide the constitutional protections any accused person is due.
