Jason, You can sometimes short on a downtick. Place your short sale inbetween the spread. I have done this many times at Datek. You not only go short, but get a sightly better price than selling at the bid.
Of course, in a quickly downticking stock you might not get the trade, but it does happen sometime. Some of those "inbetweeners" Ken referes to have to be short sales.
