I recall from the QCOM counter-claims to the lawsuit that ARM initiated that there had been a pause in development due to team wide efforts to remove confidential ARM information:

232. During this period, Qualcomm’s engineers were not working on further development of products because their attention was focused on the removal of NUVIA-acquired ARM Confidential Information.

Likely the delay is related to this debacle.
