His portfolio turnover has always been high and he had written about it before even back in the late 90's early 2000s. He wasn't afraid of tax hits if he could get a quick 50% gain in a short time. I also recall this being a point of debate reading through old discussions with him and Paul Sr as Paul couldn't keep up with how fast Dr. Burry would sometime flip a stock.

I would speculate most of his cash if probably tied up in foreign investments. Emerging markets have some great opportunity in the coming years.

As for Qurate my guess here is it's a penny stock that recently recovered from new lows. He usually won't buy until new support is identified and has now been ranging at $0.81-$0.90/s for weeks so support is in this range and bounced into support after last earnings call. Next earnings should also be positive and I could speculate he would increase positioning from there. His original buy was somewhere in 2020 when the price was much higher so he must have a higher price target in mind.

Either way I take his 13F as the same as any other, see where the big folks are investing and find a lead or two and do my own research.

As for value, it is tough to find right now with the market where it is at. Seems even for a value investor like Dr. Burry drawing from the same well as others offered the better ROI during this time. Probably why the smaller amounts invested as I think Scion has an AUM somewhere around $255MM - margin of safety if things to turn down.

Either way nothing too spectacular from this quarter.

Edit: He did add to JD & BABA so if you're bullish China then that's got to give some reinforcement. I personally don't see the value case given their economic situation (as I shared on Value Investor thread), but hey he added.
