I don't think Moore was talking about fish, at all. I'm sure she was much too deep to deal with such mundane matters as slippery, slimy fish. hehehe.
Just saw your post, placement is just how the lines of poetry look on the page, some poets wrap them around to the next line, which is called enjambments. Nothing mysterious about it, just the visual placement of the lines, which adds to the enjoyment of the reading, especially if you read it aloud, just like natural breaks or pauses.
There are poets who shape their poems like butterflies on the page, that is visual poetry.
