You can be an expat in Britain, go to a tax haven country, stop paying high British taxes. You can be an expat in the USA and still have to pay high US taxes because you are taxed on your world income. A big difference, and the key reason why some Americans choose to get rid of their citizenship. The IRS. I think there is a compromise, Puerto Rico. Remain American, live in a Tropical paradise, pay low taxes. Peter Schiff and Bitcoin millionaires live there. Doesn’t matter to me personally.
