Wharfie, If not for CHIPS, IRA, infrastructure, gun bill, NATO, democracy, et al, he would be. That's exactly the list of accomplishments which will move him ahead of LBJ. Brandon has shown no leadership whatsoever.
Bills are bills. Congress passes bills.
Brandon's foreign policy, as I mentioned time and time again, has been "lead from his behind."
That's a LOT different than what JFK did. Or Ronald Reagan and George HW Bush for that matter.
As for Brandon's domestic policy, he can't keep the border secure, and he presided over high inflation, high deficits, and an economy that isn't working for average Americans.
You can come up with all the excuses you want (some of them valid, like the recent Republican obstructionism), but get this: Great presidents don't need excuses.
