With Lincoln and Washington as the best and take your pick for the bottom, the rest just doesn't matter.
Reagan should be in the top 25%. He single-handedly reversed the pessimism of the 1970's, took on the Soviet Union with a controversial arms race, set the foundation for decades of economic growth, and defined modern conservatism which lasted all the way until Trump.

Reagan's legacy is significant and long-lasting.

In comparison, what legacy did Obama leave behind? "Hope and change" turned out to be an ephemeral feeling. Despite what his admirers claim, he didn't transform politics. Being the first black president is symbolically important, but that symbolism didn't amount to anything in the long-term.

Even his one signature legislation, nicknamed ObamaCare, has been forgotten even by its most strident supporters.

And look at the continuation of Obama's policies embodied by the Brandon administration. They're terrible, and they're being carried out by two complete and utter morons.

P.S. - As much as I dislike Trump and think he's a real threat to American democracy, I do think he is ahead of the curve when it comes to a lot of things. That in itself should be worth something.
