Well, that is something the politicians can happily fix. Work on a State wide best practice legal structure that ensures a sustainable water resource for both drought years and rainy years. That is always doable not matter how variable the resource.

If it's something everyone else want to copy, it will be good legislation, if it just leads to turmoil and pissed off customers, including Saudi Arabia , they will have failed. The Saudi should be helpful though, they will be experts on how to live in drought conditions.

Does Fracking use a lot of water resources or contaminate supplies? I know little about that.
