In the book State of Fear a group of enviro-loonies detonate a bomb to start a tsunami to increase fear to keep their gravy train going. Using satellite lasers to start fires is 100 times smarter to create fear and panic coming into a dry spring, the payoff is just around the corner if there is a big drought. If they are willing to engineer a pandemic that killed millions they won't hesitate sparking up a few prairie fires. These climate vigilantes believe they are charged with the responsibility of saving the planet and are above the law.
