Yep

Surprise surprise, if the decades-old embargo against Iran isn't stopping Iran's military industrial complex, neither will sanctions against RuZZia.

Just way way too many ways to siphon off chips out of the West.

Dummy companies, agents specialized in purchasing chips and getting them out of the West to third world countries as one vector.

We could go on and on about the possibilities of ways to avoid sanctions.

Shall we say... a lot of "leakage".
