If they drop the climate change component from that report, and with an update to reflect the other factors more accurately, that is easily a convincing document. I doubt anyone could argue with the contents. Coal is useful for many purposes, but the technology using it could do with some serious research. The fly ash (for example) can be used as a building material. In the UK it is used as a component of lightweight building blocks. The USA uses most of what is produced too.
