Thanks, this confirms what Schwab does after my discussion with their cost basis/tax department. They do the cost basis update as soon as they get their shareholder information from the company. Any 1099's are 'corrected' with the updated cost basis and that is also sent to the IRS.

WMB has a similar approach to having a portion of their dividends as ROC (Return Of Capital).

If/When you do a partial sale, that triggers a tax event which may trigger a corrected 1099 which is what I got a few days ago specifically for 3 small sales of KMI I did in 2023. My cost basis was adjusted slightly lower, which resulted in a small increase in the capital gain tax (when I updated my 2023 1099 data for that account).
