At the time, there was another major problem. The streets of London, and other cities world wide, were ankle deep in horse manure. If the weather was wet the chit got absolutely everywhere, as did the flies. If the weather was dry it all turned to dust which was breathed in. This was solved by the development of motorized transport and the invention of the Internal Combustion Engine.
Of course these hygienic developments helped the general health of the human population far more than any vaccine.
All this has a distinctive, open society, freedom of speech, Capitalist society, type flavour. Marxism and the rest belong in some very dark place in the annals of history, along with totalitarianism.
Marxism and totalitarianism will lead to human extinction if we do not take heed of history.
