Entering Kharkov would pose significant challenges for the Russian forces, as they would encounter extensive fortifications and tunnels constructed by Stalin for wartime security, surpassing those of Azovstail or Avdiivka. As I already wrote, Stalin rebuilt some Ukrainian cities to never fall again.
That is one of the reasons this war is so slow. Any silly little town or village may have massive fortifications.
A heavily fortified large industrial city like Kharkov may certainly represent a great challenge - especially for a power that is sensitive to losses.

Julius Caesar would probably build a wall around it. The Romans have been known to do this - when taking a city represented a challenge.
