The definition of "literally" is, LITERALLY, "in a literal manner or sense."

Trump did not LITERALLY make that statement. He sarcastically made the statement, and in no literal sense did he suggest even a microsecond of dictatorship. He was very clearly making the point that there were two very important first-day objectives that he was going see to it were implemented on his first day after returning to office.

That was not a literal commitment. It was making a political point through sarcasm.

So, that you can understand this important grammatical concept, here is the video, which I recommend you watch carefully about four or five times.
