Trump AS PRESIDENT actually had the authority to possess and to declassify any document.

Biden as Senator and Vice President HAD NO authority to possess or declassify documents. The Hur report stated he violated the law in taking those documents.

Trump returned hundreds of documents to the archives. Biden returned none. Until after they were found at multiple offices and residences.
