Trump AS PRESIDENT actually had the authority to possess and to declassify any document.
But he didn't.

Nor did he try and argue as such.

Only when he got caught did he make such arguments.
Trump returned hundreds of documents to the archives.
Only after the request came, and even after that, he tried to hide hundreds more.
Biden returned none. Until after they were found at multiple offices and residences.
Same with Trump.
