You don't know that.
First of all, the Democrats are doing lots of things WRT the presidential campaign that have absolutely nothing to do with courtrooms. The most obvious example is they are out campaigning, themselves. They're getting endorsements, opening up retail facilities, burnishing their accomplishments, developing and testing a platform, getting donations, etc. None of those has anything to do with lawfare.
Second, wrt motivation, you cannot know that officials are not, at least in part, just doing their jobs. That is most likely the substantial if not entire basis in the documents case, which was pushed by technocrats and the crime is obvious on its face. In the NY case, maybe not so much. Still, you cannot know, only hypothesize.
