Well, you said "end of WW2", so this is progress.

Lots of Russians live in Kazakhstan, quite peacefully, without Kazakh version of UkroNazis hounding them. So not a concern.

Going to places like Tajikistan, the number of Russians is a rounding error. So not a concern of Putin

Then there are places with sizeable percentage of Russian population, with the ethnic discrimination of Russians on par with Ukraine: Latvia, Estonia, Lithuania. This is something that is on Putin's radar.

Now pair this data with knowledge you gained today, that Putin is concerned about "Russian world", and you will see that your assertion re: Soviet Union is also invalid. It is the "Russian world", not Soviet Union.
