The fact that vouchers are redeemed for food rather than cash should not make a big difference. The only reason this is how it's done is because the stores have no profit in redeeming vouchers, but by selling food. The stores want to use the Coinstar to lure customers in to buy food, not redeem vouchers. It is surprising that the stores didn't require this sooner. I suppose they wanted to see the "unregulated" effect of the Coinstars. In any case, it's not a big deal. The only possible negative outcome would be a fewer number of potential Coinstar users. But this seems negligible since the Coinstars are located in GROCERY stores. If they were located in 7-11s and other mini-marts, and the vouchers could be redeemed only for food, then I would concerned.

I would be interested in what these "slotting allowances" are. It seems that the store would welcome any new item that might appeal to new or existing customers. If there are any at all, the slotting allowances are most likely minimal.

I agree it is not good that the Coinstars are full, since the network is designed to prevent such problems. This is probably just some growing pains that will be overcome. However, if the machines are to have any problems at all, it is better for them to be full rather than empty.
