According to a publicly posted reply from TCPI Investor Relations:

We expect these activities (testing of product) will substantially be
completed during the first quarter of 1998 and a 510(k) filing to the
FDA as soon as possible thereafter. We are also in the preliminary
stages of manufacturing scale-up for this product. At this time, we
would anticipate having product available for marketing as early as
mid-1999. A lot depends on the FDA process, the manufacturing process
and the marketing and distribution process.
. . .
We would expect the retail pricing to be competitive with the cost of
finger-stick monitoring. The final price would be subject to our marketing
partners, but we see the meter going for about $75 to $100 and the patchs
for $.80 to $1.00 each.

However, you should realize that there are several other competitors for
the market. Silicon investor has CME, cygnus, and NTEG. There is also the
company that makes the insulin pump, I don't know if it has a thread here
or not. The first to market will have a MAJOR advantage. I haven't seen
that any of the companies is a favorite to get there first.
