A national government does have responsibility to work in it's citizens interest.

Take Japan for example. The Government made a mistake (a big mistake) when they decided to go to war against the USA in late 1941. Looked like a good idea at the time, but it wasn't. The nation of Japan suffered a humiliating defeat several years later, and there was a lot of suffering in between. Such a blow can be clarifying to ones decision making processes though, and the Government of Japan made good on improvements. Generally they have made some good decisions when allowed to do so since.

So a government needs to contain itself to working for the benefit of the people who elect them, and using some common sense overall. Over spending is generally is not a good idea, and proper oversight is needed.
