I guess only the "non-jerks" think that Ira is really, really, really telling the truth this time. But, those evil, dastardly, bothersome, ill-intentioned, problem-causing "jerks" wonder, "Hmmm, I wonder if Ira is correct this time, since we are already at about 50% of the original estimate."
