Its a product of criminalization not decriminalization.
Oregon just proved otherwise. After decriminalizing drugs, they've reversed course:

Oregon Decriminalized Drug Possession. Now It’s Reversing Course (KQED)

If criminalization produced addicts, then decriminalization should have succeeded in reducing their numbers.

But not only did it fail to reduce the numbers, it led to widespread increases in crime and urban blight.

The idea was that Oregon would save money on law enforcement and can reinvest that toward drug treatment programs, but they never did.

Like I said several times in the past, decriminalization is a sham. It always was and always will be.

Enforcement and treatment are not mutually exclusive.
