The Russian version of Congress expressed dissatisfaction with Putin’s all words and no action regarding weapons shipments proposing to strike a polish city near the Ukrainian border through which weapons have been flowing.
They're allowed to. Roughly 25% of RuZZians are bloodthirsty Z-nationalists. (Another 25% are anti-war, while the remaining 50% are depoliticized and don't want to deal with any of that shit.)

PooTin gives the Z-nationalists a forum to express their chickenhawk desires just so that he can come in and show the whole nation that he is a "man of reason."

The truth is that if PooTin actually followed through and fulfilled the most extreme desires of these Z-nationalists, he'd have his ass kicked all the way to the eastern tip of Siberia.

And he knows it too.

Hence the reason why NATO continues crossing one "red line" after another without any meaningful response from the bluffmeister himself.
