AI performance on phones, laptops, or even desktops is determined by several measures – the number of TOPS (minimum standard is now 40), the power efficiency of the processor chips, the modem (Qualcomm remains the leader in modem speed, whether in its own devices or in iPhones), etc. So far the only small devices equipped for AI with neural processing units are new phones from Samsung and other phone manufacturers using the Qualcomm Snapdragon 8 gen. 3 chip. I haven't seen any performance data on new laptops with Snapdragon Elite chips, due to start shipping June 18, or on any comparable Apple devices, due later on this year or next.

Apple has a history of NOT being on the cutting edge of new technology, at least for phones. Remember the time that Apple detuned the Qualcomm modems so that their performance would be no better than the Intel modem that Apple chose to use? But as you note, we'll just have to wait and see how the performance compares when competing devices become available on the market.
