Schwab wants transactions and each side of the proposed transaction is better done at different stock pricing. That's all.

With your explanation I see the convenience of the process and just saying it's not ideal but can have value in it's surety.

One usually sells a covered call to capture a time premium. With same stock pricing one is using this premium from the new call to cover the change in intrinsic value of the base stock. Roll over as proposed just complicates this key understanding.

I'm not an options person. I find the industry has combo transactions for whatever "situation" one desires. Some good and some not so good especially when it comes to understanding.

With options, all is never as simple as buying and selling the basic item of value. Offering options and combos extends this basic service.

Nothing comes free of fees nor without added risk and all comes down to, of course, eventually.
