I invest in many VSE issues and this type of news release you are reading was forced by the VSE. Whenever a stock moves up as reg has been doing, the VSE demand a news release stating to shareholders the reason for the increase in value. Usually, companies say they don't have a reason why their stock price has doubled and the stock price retreats. Reg has decided to tell shareholders what is going on even though a contract has not been signed. I think the most important fact is that someone is accumulating a lot of shares and they are willing to pay what ever the seller asks.
