Not specific to Apple, but anyone using a cellphone. The last news item below from 2021 is particularly disturbing:

An unspecified issue at Syniverse is creating major problems for mobile phone communications internationally.
Massive AT&T, T-Mobile and Verizon outage for US customers traveling abroad

An international roaming outage is leaving customers of the three major US mobile carriers in the dark, making it difficult or impossible for American customers who are currently out of the country to make calls, send messages and use data. AT&T, T-Mobile and Verizon confirmed to CNN that their customers are experiencing intermittent issues while traveling overseas. … The issue stems from an international third-party communications provider called Syniverse, which manages international roaming connections for various carriers.
Meanwhile, cellular outages at Austin-Bergstrom Airport are being blamed on a malicious fiber cut.

A cell phone provider network disruption is causing issues for cell phones at AUS. AT&T + TMobile users cannot make calls or use their cell network.
… An AT&T spokesperson told MySA that the outage for the company’s cellular network was caused by someone apparently cutting a fiber line. “We are working as quickly as possible to repair a fiber cut which appears to be an act of vandalism and is affecting service for some customers in the Austin-Bergstrom International Airport area.
