That would depend upon the effectiveness of the implementation. I don't currently see anyone effectively promoting this proposed solution. The U.N has referenced it but has no one paying any attention. Therefore the population is likely to hit 10 billion as forecasted. That will then lead to severe consequences. I'll be dead by 2050, so I am not particularly worried, but I do see it as an awful catastrophe for those who will still be alive in the latter part of this century.
