The estimated failure rate is 4-6%, but they weren't specific on what that means. Bombs not detonating? Bombs missing their target by more than the effective blast radius? Bombs that end up on RuZZian territory?

It is widely observed that these glide bombs are not as accurate as Western JDAMs, but often they don't need to be. A 3000 kg BFB (Big Fuckin' Bomb) can miss by more than 100 meters and still be effective.

As for countermeasures against RuZZia's glide bombs, I don't think it'll take much longer than another year tops (maybe just six months if we're lucky) to develop. It's just another step in the cycle of war engineering. Develop a weapon, develop a counter to it, develop a counter to the counter, etc. etc.
