What does the partnership that Oracle and Microsoft announced in December Oracle Database@Azure mean?

They want the Software as a Service) SaaS market. It is what is growing faster than Platform as a Service (PaaS) and Infrastructure as a Service (IaaS).

“96% of Fortune Global 100 companies and thousands of other leading global organizations rely upon Oracle databases to run their businesses,”

As of 2022, Microsoft 365, had over 45% of the market share of major office suite technologies worldwide while leader Google Apps had over 50% of the market share.
Grand View Research forecasts the US cloud computing market will grow at a 13.1% CAGR across 2023 to 2030.

This brings us to the $1bn data center in Kenya: "Since late last year, Oracle has been putting its own hardware inside of Microsoft data centers, aiming to give Azure customers faster access to data they have in Oracle without leaving Microsoft’s platform. The new setup improves on an integration introduced in 2019, known as Oracle Interconnect for Microsoft Azure, which required customers to have technical expertise."

But Amazon Web Services (AWS) can procure its own African deal for a data center with lots of renewable energy too and compete here in the same footing with Oracle and Microsoft !
