FDR was in mental decline, but Democrats kept it hidden from the public so they could win another election.

"It was my opinion that over the four years of another term with its burdens, he would again have heart failure and be unable to complete it.” - Dr. Frank Lahey, July 1944 in a memo about FDR's health from a bord of doctors.

"Physically, he's going to pieces." VP Harry Truman after a meeting in 1945.

"We've been talking to a dying man." General Lucias Clay said to Jimmy Byrnes. after a oval office visit in 1945. Byrnes replied with "He's been like this for a long time." Per Ted Morgan's FDR: A Biography on page 758

In his diary, Henry Morgenthau writes of a dinner with FDR on April 11th 1945, where he found the President "constantly confusing names" and noted the President seemed unable to remember many things. Morgenthau made FDR write down the name of a potential appointee, so that the President wouldn't forget it.

Roosevelt speechwriter Sam Rosenman noticed FDR's declining mental capacity during his speech to Congress on the Yalta summit. Several times FDR lost his place in the text and ad-libbed comments that where "wholly irrelevant" and "bordered on the ridiculous." This from page 529 of Roseman's book Working with Roosevelt.

One of Churchill aide's blamed the "costly enfeeblement" of American-British unity during the closing years of the war on FDR's illness. Per Bodyguard of Lies on page 820

"A man with a detreating brain was unlikely to be flexible or even reasonable." - Thomas Fleming in The New Dealers War on how FDR's declining metal abilities affected his ability to deal with Russia.
