i remember back in the 70's asians would fly their pregnant wife daughter into ca. to have their baby. Born in USA meant automatic citizen of America. i understand there were locations in the LA area set up to house these women until they had birth. Shortly after they would return to their country with their baby.

Another set up was a family would fly over pretending to move into America. They would buy or rent a house then put their children in our school system. Leave a house keeper or tutor to mentor them and fly back home. why, they wanted the children to speak american english and learn in our school system not theirs.

Perhaps into today's school environment we ship our kids to asia to learn.???
