The law has already been broken when her campaign took over the money from his campaign, and lied about it.

When people contribute money to a political campaign it is personal and some other person can't come along and steal that money: The campaign finance law clearly requires the donations to be repaid after which the contributor can make a decision.

But they have decided to take the money now and pay the penalties later, IMO.
