I'm confident foreign companies operating in Kenya will pay more to use the local Kenyan cloud without latency. The Kenyan government will pay more to use their local cloud for nationalistic reasons.

Kenyans who will only buy computer cloud time where it's cheaper, regardless of latency, are probably not in a position to use cloud computing and almost certainly not in a position to decide where their computing takes place.

Certainly no one in Europe or the US will pay more to use Kenyan data centers, and also tolerate excess latency from Africa. That would be total madness.
