Training AI models don't need low latency. It needs cheap energy
A lot depends on how AI applications morph into services.

If it is like 'search'; the apps just scrape the internet 24/7 no need to worry about latency. In fact, can have multiple scraping apps run simultaneously. I suspect AI apps may do the same thing crunching data . . .

But who owns the "results" from AI? I can make the argument, it is the one who owns the data no matter where in the world it is processed.
