Did you update the iPad 7 and iPad 9 to iPadOS 17 using that 2011 Mac Mini running Sierra, or do it Over-the-Air (OTA) for both of them? I'm reading that older Macs still running iTunes will let you install the latest iPadOS, but once updated to iOS 17 they are no longer recognized by the Mac running iTunes.

Others are having this issue as well from what I've found via Google search at Apple Discussions. Some claim to be using a Mac running High Sierra (not Sierra) with iTunes successfully connecting to iDevices running iPadOS 17, but many are having trouble with it.

Your 2011 Mac Mini can be updated to macOS High Sierra, the last version of which is 10.13.6. I'd recommend that unless you have a reason not to. This is according to the excellent (and free) Mactracker app, it is linked in the thread intro.

This Stack Exchange article highlights a workaround to get High Sierra running the last version of iTunes 12.8.3.1 to work with iPadOS 17, but I'm not finding anyone successfully syncing a Mac running Sierra with anything running iPadOS 17.

It stinks that Apple doesn't make this more explicit or provide solid macOS/iTunes requirements for the last versions of iOS/iPadOS.
