If you read the tweet correctly, the key word here was "to enforce". There is a difference between "announcing new and tougher restrictions and recommendations" and enforcing those restrictions and recommendations. Moreover, the Wikipedia link you posted says a "new pandemic law was passed that allows for the use of lockdown measures and legally limited dome gatherings."

What was enforced here?

You are a master manipulator and like to attribute to people things that suit your biases rather than pursuing the facts themselves.
