The example you gave of expanded highway immediately becoming crowded with more vehicles has also been referred to as "induced traffic."

I read about it in a local Seattle news rag to describe why I-90 in Seattle across Lake Washington and Mercer Island suddenly had so much more traffic after the expansion from two to four lanes was completed. Lake Washington runs north/south and is 22 miles long and has only one other major bridge across its width.

I only recall two of the answers given for the induced traffic phenomenon, I'm sure there were others:

One, people who would normally would've stayed home to avoid traffic jams or taken another route choose to use the new, expanded and faster route to and from downtown Seattle and access to I-5. Pretty obvious.

Two, commercial vehicle traffic was also greatly increased. Those drivers are often on deadlines or get paid more for early delivery, so they'll take the fastest route anywhere. Widening I-90 made that feasible and far more likely for them.
